Mountains are mountains, water is water.
It means that mountains are complete as mountains, and water is complete as water. Each thing lives in its own right and fully expresses its existence as it is.
Flowing clouds and water
An analogy for acting naturally, without getting too attached to things, like passing clouds in the sky or flowing water.
It is also an analogy for something not having a fixed form, but rather changing naturally and smoothly.
"Gyōun" means clouds passing through the sky. "Ryūsui" means flowing water. It is also sometimes used as an analogy for Zen monks who travel around the country to train.
